I think if it's for personal use and someone wants to capture a memorial they've left, sure no problem. If someone want to catch just the general scene to take home with them as remembrance then yeah that's ok too.
Media and people just snapping pics of other people to be touristy on the other hand, I have a definite problem with that. There's plenty of other places to shoot, go there. Leave the temple and the people in it be.
